As a global network, IUCN offers to its membership the numerous resources it has available. The Commission on Environmental Law (CEL) brings together an extensive network of environmental law experts, specialized in a wide variety of fields.

Among the members’ requirements identified by CEL is a need for technical legal assistance in priority areas of the Environmental Law Programme (ELP), such as biodiversity, invasive alien species, access to genetic resources and benefit sharing, soils, water, marine, energy, and ecosystem services.

CEL has developed a programme to respond to the technical legal needs of IUCN members. To this end, members are kindly invited to express their requests for technical legal advice in the form of a letter sent to the Chair of CEL, Sheila Abed. In the letter, members need to specify the following issues: theme/subject; urgency; status of the discussions of the subject at national level of the country concerned; and relevance for the programme of IUCN.

CEL will respond to the requests subject to the availability of CEL members with expertise in the subject matter of the request.

Should the response require interaction beyond a virtual response, this will be decided on a case by case basis subject to funding and the contribution of members to lodging and meals for the experts in the countries. Transportation would be covered by CEL.
