Ms. Meenakshi Datta Ghosh has joined IUCN as the Country Representative, IUCN India with effect from 01 June 2012. She will be based at the IUCN India Country Programme Office, in New Delhi, India. 

Ms. Ghosh will represent IUCN in India, working with the membership – both governmental and non-governmental – and with other appropriate partners. In her role as Country Representative, she is also responsible for the management of IUCN’s Programme in India, and reports to the Regional Director, Asia.

She has over 41 years of experience in public administration. She was Permanent Secretary, Ministry of Panchayati Raj, and Special Secretary, Ministry of Health & Family Welfare, Government of India. She has made significant contributions to policy and programs across the social sector, particularly with reference to local governance (rural and urban), population stabilisation, HIV/AIDS, gender justice, disaster management, low cost housing, and the environmental improvement of squatter settlements. As Principal Author National Population Policy India, Ms. Ghosh won national and global acclaim for introducing treatment for HIV/AIDS in India. The Commonwealth Broadcasting Association Award (2003), National AIDS Control Organisation was won during her stewardship. Following retirement from the Government of India, she was appointed Chairperson of the Public Grievances Commission for the National Capital Territory of Delhi as well as the Appellate Authority under the Delhi Right to Information Act.

Ms. Ghosh holds a bachelor’s degree in History (Hons.) from Fergusson College, Poona University, a Masters in Sociology from the Delhi School of Economics, Delhi University and a Masters in Public Administration, from the Kennedy School of Government, Harvard University. She is a Ph.D. Candidate from the University of Pittsburgh in Public Policy Research and Analysis. She holds Diplomas in French and Russian and speaks five Asian languages.  

Ms. Ghosh was elected President Harvard Club of India for a two year term in December 2010. Among numerous affiliations, she is Member, Advisory Body, Policy Unit, National Institute Health and  Family Welfare; Member, Academic Advisory Body, Delhi Institute of Management; Member, Independent Commission on Development and Health, India; Member, National Committee on Health Services, Federation of Indian Chambers of Commerce (FICCI).
