Training workshops to improve the capacity of local actors to implement Agenda 21 priorities were jointly organized by IUCN and the Agenda 21 Office for Yen Bai and Ca Mau province in August and September, 2007.
Yen Bai is a mountainous province in the Northeast and Ca Mau is the Southernmost province of Viet Nam. Due to their remote locations and limited capacity, both of these provinces require support to enhance cooperation and information sharing between different sectors such as environment, agriculture, social, and education.
The training increased awareness of sustainable development and Agenda 21 priorities, strengthened the coordination of the local Steering Committees and improved cooperation across different administrative sectors in the provinces. It also demonstrated how sustainable development can be institutionalized at the local level based on successful pilot models. These include eco-tourism, cow raising, tree planting on sloping land, and sustainable urban development training initiatives.
As a result of these training sessions, Yen Bai and Ca Mau are now better equipped to develop and implement activities to support local Agenda 21 objectives. Incorporating the lessons learned in Yen Bai and Ca Mau, another training workshop for the central highland province of Kontum will be held in November, 2007.
Agenda 21 is the policy blueprint for instigating sustainable development in the 21st century. It represents the comprehensive plan of action to be taken globally, nationally, and locally by organizations of the United Nations System, Governments, and Major Groups in every area in which human activities have an impact on the environment. The basis of agreement for the Agenda was established during the “Earth Summit” held in Rio in 1992. The Agenda 21 Agreement was signed by 179 Head of States and Governments, including Viet Nam.
In accordance with the Decision passed by the Prime Minister on the Orientation of Sustainable Development in Viet Nam, all provinces and sectors in Viet Nam are establishing policies to support Agenda 21 objectives.
