Who may submit a motion? -Motion requirements - Procedures - Submitting a draft motion
Motions, and the resulting Resolutions and Recommendations, are the mechanism by which IUCN’s members guide the policy and Programme of IUCN, and influence other organizations around the world.
The 906 Resolutions and Recommendations that have been adopted at previous Congresses and General Assemblies are the basis of IUCN’s general policy. All the adopted Resolutions and Recommendations can be consulted (in English, French or Spanish) at: http://www.iucn.org/congress/2004/members/pre_outputs.htm. The text of all motions can be searched using key words within each set.
Motions, when adopted, take the form of:
- Resolutions if the IUCN Director General is called, on behalf of the Secretariat, to take an action;
- Recommendations if exclusively third parties are called on to take action; or
- Amendments to the Intersessional Programme or Commission mandate, if the motion has an impact on the Programme or a Commission mandate; they will be reported as such in the Intersessional Programme when adopted.
The Resolutions Committee will determine the category after adoption by members.
Who may submit a motion?
Draft motions may be submitted by Council or a member from any category of IUCN membership for whom the dues have been paid through 2007. A minimum of two, and if possible five, co-sponsors from two additional IUCN members for whom the dues have also been paid through 2007 are also needed.
National or Regional Committees cannot formally submit motions. They may, however, encourage and coordinate motions from their corresponding members and evaluate them.
Membership of a Commission does not qualify an individual to submit a motion.
Motion requirements
The specific Statutes and Rules of Procedure that govern the motions process can be consulted in English, French and Spanish at http://cms.iucn.org/about/union/members/members_join/. Please note that motions must be “consistent with the objectives of IUCN”.
The deadline for submitting draft motions is 6 June 2008, which is 120 days prior to the opening of the Congress as specified in the Rules of Procedure (49).
Motions determined to meet statutory requirements by the Resolutions Working Group for consideration at the Congress will be posted on the Congress website on or before 5 August 2008.
Procedures
The electronic Motions Management System is now open and members are invited to submit draft motions for consideration at the IUCN World Conservation Congress.

- To use the Motions Management System you need to be registered in the system first at the following address: http://62.50.73.172/registration/Login.aspx
- Please complete the registration form and create your profile. You will receive a confirmation email once your registration is effective and your login is active. This may take up to 24 hours.
- When you enter the Congress Motions Management System, detailed instructions will assist you to prepare and submit your draft motion.
- Please note that for a draft motion to qualify for consideration by the IUCN Members' Assembly:
- The draft motion must be submitted by the principal sponsor. All correspondence regarding the draft motion, if required, will be with the principal sponsor;
- All draft motions that are submitted must be endorsed by the principal sponsor and a minimum of two co-sponsors; a maximum of four co-sponsors can be recorded;
- Provision is made for additional IUCN institutional members to be cited as “endorsing” the draft motion.
- The principal sponsor and all co-sponsors must be IUCN members in good standing meaning that membership dues have been paid through 2007;
- The draft motion must meet the statutory requirements which are listed in the Motions Manual;
- The draft motion is in the format described in the Motions Manual and in the the Form provided for submission.
- When the Principal Sponsor and Co-sponsors have agreed to the text, the draft motion can be formally “submitted”. PLEASE DO NOT SUBMIT THE DRAFT MOTION UNTIL YOU HAVE FULL AGREEMENT AMONGST THE SPONSORS.
- Once submitted you will not have further access to the draft motion until after it has been reviewed and approved by the Resolutions Working Group. The Secretariat will organize a technical review for all draft motions.
- All draft motions will undergo a technical review by the Secretariat to assist the Resolutions Working Group.
- Those motions determined to be eligible by the Resolutions Working Group will be posted on the Congress Website on or before 5 August 2008 in English, French and Spanish.
