An Ecosystem Approach to Management of Seamounts in the Southern Indian Ocean

Within the framework of an IUCN/GEF/UNDP Southern Indian Ocean (SIO) Project, IUCN organized in Rome, on 16–17 July 2012, a Management Workshop on conservation and management measures applicable to high seas areas in the SIO. The objectives were to: (i) define the different elements of a governance plan for the region (specific objectives, actors, actions required for its implementation); and (ii) discuss ways towards achieving an operational management plan for the SIO (develop considerations for an ecosystem approach, identify options for monitoring, control and surveillance, etc.).

Identifying Ecologically and Biologically Significant Areas on Seamounts

Seamounts are major topographic features on the high seas and form distinctive habitats in areas that would otherwise be dominated by sedimentary plains (Clark et al. 2010). They are typified by biota that is distinct from species in surrounding sedimentary areas and can be extremely vulnerable to disturbance (Clark et al. 2010). They are a focus for conservation within national boundaries but are not specifically managed on the high seas.
A workshop, organised by GOBI and Censeam and supported by Sloan Foundation, took place at the end of 2010 with three primary goals:
-Determine suitable data for identification of EBSAs (Ecologically and Biologically Significant Areas) for seamounts
-Develop a process for the identification of priority EBSAs for seamounts
-Identify candidate EBSAs form existing seamount data and knowledge.
This report describes the provisional process for identification of EBSAs and gives an example from the South Pacific Ocean.

The largest, least-protected places on our blue planet are found in the high seas - the open ocean and deep seabed that lie seaward of individual nations’ jurisdictions. Extending from the Southern Ocean surrounding Antarctica to most of the Indian, Pacific, Atlantic and Arctic Oceans and the Mediterranean Sea, these areas cover 45% of the Earth’s surface.
